This non-refundable application fee must accompany your application form. The Adoption Program Manager will review your application and notify you of your eligibility.

 

 

PRIVATE, DOMESTIC AND SPECIAL NEEDS ADOPTION

 

Home Study (family profile)          $1500.00

A private domestic home study is used for those families who need a home study to adopt an identified child (one they have located on their own), those who are interested in adopting special needs children anywhere in the US or those families interested in adopting infants either through Children’s Aid Society or another agency. This fee includes:

  • Adoption preparation
  • Home visit
  • Preparation of home study document
  • Notary services

 

Half of the home study fee is due at the time the Adoption Contract is signed. The remaining fee for the home study is due upon completion and approval of the home study. Home studies will not be released until paid in full.

 

*Home study (family profile) fee will be reimbursed to families who adopt a special needs child through the Statewide Adoption Network (SWAN) after placement of the child in the home.

 

 

INTERNATIONAL ADOPTION

 

Home Study          $2700.00

An international home study is used for those families who need a home study to adopt a child from the country of their choice. This fee includes:

  • Adoption preparation
  • Home visit
  • Preparation of home study document
  • Notary services

 

Children’s Aid Society completes home studies for clients residing in Pennsylvania.

 

Half of the home study fee is due at the time the Adoption Contract is signed. The remaining fee for the home study is due upon completion and approval of the home study. Home studies will not be released until paid in full.

 

CAS Agency Fee At Dossier          $3000.00

This fee includes facilitating your adoption with agency and government officials in the United States and abroad, coordinating services with your local case manager, administrative/office expenses and telephone expenses.

 

This fee is due when your dossier is submitted.

 

International Adoption Program Fee          $9800.00

These are costs involved in facilitating an adoption. These include:  background investigations of the child, social services, accepting legal responsibility for the child, liaison with government and agency authorities, legal fees, passport, and U.S. visa fees in the child’s country.

 

This fee is due when you accept the assignment of a child.

 

Siblings:  If you accept the referral of a sibling group of two or more children, you will be charged adoption program fees for the two oldest children, regardless of the number of children in the sibling group.

 

Translation and Document Expenses          $300-$500

Expected total fees and estimated expenses for obtaining any necessary documents and for any translation of documents related to the adoption. This fee includes, but is not limited to, costs for obtaining, translating, or copying records or documents required to complete the adoption, costs for the child’s Convention court documents, passport, adoption certificate and other documents related to the adoption, and costs for notarizations and certifications. This fee will be paid to Children’s Aid Society who will forward it on to the appropriate agency.

 

USCIS  (United States Citizen and Immigration Services) Fees          $720.00

Prospective adoptive parent(s) must obtain clearance from USCIS to adopt internationally. An application must be submitted to USCIS along with the application fee, plus $80 per adult over the age of 18 in the home for biometrics fees. In addition, if a family adopts more than one child, and the subsequent children are not the biological sibling to the first child or a biological sibling is adopted in a separate adoption proceeding, prospective adoptive parent(s) must pay $720 per subsequent child/sibling set to the U.S. Embassy at the time they appear at the U. S. Embassy in the foreign country to bring their child home.

 

U.S. Entry Fee          $400.00

Prospective adoptive parent(s) must pay for the U.S. Entry Visa for each child. This fee is generally paid to the U.S. Embassy in the foreign country at the time the child is brought to the U.S.

 

Travel For An Escorted Child          $5000-$10000

Travel expenses include hotel accommodations, food/dining, necessary travel guides/facilitators, airfare/transportation, and other necessary services. Travel expenses are estimated. Estimates do not include optional expenses such as shopping, unnecessary travel guides/facilitators, above-average hotel accommodations, etc.  

 

Orphanage Donation          $5000-$5500

 

Other Expenses To Anticipate With International Adoption

You will have some additional expenses which are paid to various services providers. Including:

  • Obtaining copies of legal documents, birth certificate, marriage certificate, divorce decrees
  • Notarizing, Authentication, Apostilling of Dossier Documents
  • INS (Immigration and Naturalization Service) approval and finger printing
  • Visa filing fee/Passport
  • Medical exams
  • Travel expenses
  • Legalizing the adoption in the U.S. (if required)
  • State Police Clearance, FBI Clearance and Child Abuse Clearance

 

The international adoption process requires proper document preparation, filing and approval with USCIS (United States Citizen and Immigration Services). Adoptive families are responsible for paying the set fees associated with each step. International adoption also involves traveling to the foreign country from which you are adopting. Travel costs include airfare, accommodations, meals and ground transportation, in addition to the requirements for your child(ren)’s entry into the U.S. (a visa and its required medical exam, as well as airfare). All fees are set by and are paid to third parties and may vary from case to case.

 

 

POST-PLACEMENT SUPERVISION

There will be follow-up visits with your case manager and reports for domestic and international offices. This offers families an opportunity to receive support while the child and family are adjusting to each other.

         

Post-Placement Reports       

Fee for 1st post-placement report:          $300.00

Fee for each report thereafter:                $150.00

Post-Placement Report includes: one home visit, preparation of report and Notary services

 

Re-Adoption/Domestication of Adoption

Prospective adoptive parent(s) who did not physically see their child prior to the finalization of the adoption must re-adopt (in some areas, domesticate) their adoption in the United States. Parents who did see their child prior to finalization do not have to re-adopt their child, but may have the option to do so based on their state laws. Regardless of if a parent must re-adopt, Children’s Aid Society urges all adoptive parents to re-adopt if possible. Re-adoption expenses vary greatly based on the fees associated with such services as an adoption attorney, application filing fees, etc. Children’s Aid Society cannot estimate the expenses related to this process as they vary and depend on numerous factors.

 

This fee is due upon completion of each post-placement report.

**During the adoption process, special circumstances may arise.  Children’s Aid Society reserves the right to charge for additional services not specifically noted here.

 

Refunds

All fees paid to CAS are non-refundable because they are paid as services are rendered.

 

Usage of Fees

Agency fees are used to pay for direct and indirect expenses including, but not limited to, staff salaries, utilities, office equipment, maintenance, office supplies, staff training and other expenses necessary to run the agency.

 

Agency fees may also be used for Special Services such as informational meetings, support groups and other like events.  Informational meetings include things such as Info Nights which are held in the fall and spring of each year as well as adoption classes offered to families.  Support groups are offered once a month depending on interest of participants.  Other events may include, but are not limited to, things such as public relations activities, National Adoption Month Activities, activities for awareness etc.

 

Country/program fees are generally used by in-country facilitators/government officials for various purposes. Purposes can include, but are not limited to, child care, legal fees, general operating expenses for the facilitator/official, support of the orphanage and/or foster home, medical expenses and translation fees.
